By George Stephenson regarding Edward Cardwell's letter regarding a new tunnel and on a complaint about the Mersey and Irwell Navigation.

In 1854 Railway and Canal Traffic Act (Cardwell's Act) made the railways public carriers and outlawed 'preferences' which levied different rates on different customers for particular goods.
